Cyber crime complaint online in India: how to report on the portal, the steps and the helpline

A cyber crime complaint can be made online on the national portal or by calling the helpline 1930. This guide explains how to report cyber crime in India, what to prepare, what happens after the report and what to do first when money has been taken.

Where a cyber crime complaint online is made: the portal and the helpline

A cyber crime complaint online can be made through three official channels, as the Ministry of Home Affairs describes them, and a person who has been defrauded can use them together. Anyone asking how to report cyber crime in India will find that these are the same three whatever the type of incident. The table sets them out as the ministry describes them.

ChannelPurposeNote
National Cyber Crime Reporting Portal (cybercrime.gov.in)All types of cyber crime, with a special focus on crimes against women and children.Incidents reported here are handled by the State or Union Territory police, which converts them into FIRs.
Helpline 1930Assistance in lodging online cyber complaints.A toll-free number operated for the purpose.
Citizen Financial Cyber Fraud Reporting and Management SystemImmediate reporting of financial frauds, to stop the money being moved on.Launched in 2021 under the Indian Cyber Crime Coordination Centre.

All three sit under the Indian Cyber Crime Coordination Centre, which the Ministry set up as an attached office to deal with all types of cyber crime in a coordinated way. A report made on the portal does not go to a central investigating agency. Police and public order are State subjects, so the incident is handled by the law enforcement agency of the State or Union Territory concerned, which converts the report into an FIR where the law requires and takes the action that follows.

How to report cyber crime in India: what to prepare

Knowing how to report cyber crime in India is only half of the task; the other half is having the facts ready. A cyber crime complaint online is faster to register and easier to act on when the facts are collected first, and the same applies to anyone who has to file cyber crime complaint papers later at a police station. The table lists what a complainant should gather before starting.

ItemWhat to have
What happenedA short account in order: what was seen or received, what the person did, when each thing happened.
The other partyPhone numbers, e-mail addresses, user names, profile links, website addresses, account numbers and any name used.
MoneyThe amount, the date and time, the transaction reference number, the bank or payment provider and the account the money went to.
ProofScreenshots of messages and pages, call records, e-mails with their headers, and the bank statement that shows the loss.
Your detailsA correct mobile number and e-mail address, because the police of the State or Union Territory will contact the complainant.

Two habits matter more than the rest. The first is to save evidence before anything is deleted: the messages, the web address of a fake page, the transaction record. Digital evidence is easy to lose, and an account that is closed or a phone that is reset can destroy what the police would need. The second is to write down the order of events while it is fresh. A short, dated account made on the day is more reliable than a longer one written weeks later. The same advice applies to organisations, and the reasons are explained in the page on computer forensics.

The cyber crime helpline number and the financial fraud system

The cyber crime helpline number is 1930. The ministry says it has been operationalised to give assistance in lodging online cyber complaints, so it is the quickest route for a person who does not know how to start or who needs to act within minutes. It is linked to the Citizen Financial Cyber Fraud Reporting and Management System, launched in 2021, which exists for the immediate reporting of financial frauds so as to stop the siphoning off of funds by fraudsters.

The ministry has published figures that show the scale of the system. In December 2024 it stated that more than Rs 3,431 crore had been saved in more than 9.94 lakh complaints. In March 2025 it gave the figures as more than Rs 4,386 crore in more than 13.36 lakh complaints. The increase over those few months is large, and it shows both that the system is used and that early reporting works. For a person who has just lost money, the practical lesson is simple: contact the bank or the payment provider and report on 1930 straight away, and do the longer paperwork afterwards.

What happens after a complaint

A complaint is the start of a process and not the end. The State or Union Territory police take up the report. The complainant should expect to be contacted for a statement, to be asked for the evidence and, where money was lost, to be asked for the bank details. The police may approach the bank to hold the funds and may seek records from the platforms involved.

Some cases need more than one force. Cyber crime often crosses State lines, with a victim in one State and an offender in another. To meet this, the ministry says that seven Joint Cyber Coordination Teams have been constituted under the Indian Cyber Crime Coordination Centre, covering the whole country on the basis of cyber crime hotspots and areas with multi-jurisdictional issues: Mewat, Jamtara, Ahmedabad, Hyderabad, Chandigarh, Visakhapatnam and Guwahati. The aim is to improve coordination among the law enforcement agencies of the States and Union Territories.

No time limit for the outcome of a complaint is given in the official material, and none is claimed here. The reply of the ministry to Parliament states the channels and the central measures, but it does not give a recovery rate for individual cases. A complainant should keep the acknowledgement, note the reference number and follow up with the police station that has taken up the case.

The steps to file a cyber crime complaint online

Four steps in order: tell the bank, report on helpline 1930 or the portal, the State or Union Territory police take up the FIR, follow up with the reference number.
The order of actions after a cyber fraud.

The steps to file cyber crime complaint reports follow the same order for most incidents, and the order is designed to protect the loss first and the paperwork second. The first step is to stop the harm that is still happening: contact the bank or the payment provider if money is involved, change the passwords of any account that may be exposed, starting with e-mail, and stop all contact with the other party. The second step is to report quickly, on the helpline 1930 for assistance or on the national portal for the full report. The third step is to record the acknowledgement and the reference number that the system gives, because every later call to the police will need it.

The fourth step is to preserve the evidence and to give it to the police when asked. The fifth is to follow up with the police station of the State or Union Territory that has taken up the case, and to answer calls and messages from it promptly, since an unreachable complainant slows down an investigation. Where the incident involves a company, a school or a workplace, an internal report should be made at the same time, because the organisation may hold records that the police will need.

A cyber crime complaint online is easy to start and harder to complete, because the later steps depend on the complainant. The complaint should be made once, completely and in good time. It is the same pattern as in other police matters: a clear, early and well-documented report is the most reliable predictor of useful action.

Common mistakes when reporting

A few mistakes recur. The first is delay: a day lost can mean that money has already left the first account and moved on. The second is deleting evidence, often out of embarrassment or in an attempt to clean up the device. The third is acting on a second approach from someone who offers to recover the money for a fee, since a person who has been defrauded once is an obvious target for a second fraud, and no genuine recovery service asks for a code or a payment before it begins. The fourth is giving incomplete details: a report that names the account used, the amount and the time lets the bank and the police act at once, while a vague report does not.

The cyber crime helpline number, 1930, is the place to ask when a person is not sure whether something counts as a cyber crime or how to describe it. Staff on the line are there to help lodge the complaint, and a person who calls early will usually save more than one who waits to be sure.

Special situations

Crimes against women and children

The ministry says that the national portal was launched with a special focus on cyber crimes against women and children. Where the victim is under 18, the offences can engage the Protection of Children from Sexual Offences Act 2012 as well as the Information Technology Act and the Bharatiya Nyaya Sanhita, because the ministry notes that cyber crime cases are handled under all three. The provisions on material depicting children are explained on the page about sections 67, 67A and 67B.

Financial fraud

Money moves quickly, so the order of steps matters: the bank or the payment provider first, then the helpline or the portal, and then the detailed complaint. The types of fraud reported most often and the figures are in the page on online fraud in India.

Data breach and identity theft

A person whose password has been used by someone else can report identity theft, which section 66C of the Information Technology Act punishes with imprisonment up to three years and a fine up to Rs 1 lakh. A company that lost the data may also be liable to pay compensation under section 43A. The sections that apply to each kind of incident are listed in the guide to the IT Act 2000, and the wider picture of how cases are recorded is in the page on cyber crime in India.

What this guide does not describe

This guide describes the channels and the process as the Ministry of Home Affairs presents them in its published replies to Parliament. It does not reproduce the screens or forms of the portal, which can change, and a complainant should follow the instructions shown on the portal at the time of filing. The facts, the evidence and the speed of reporting are what the complainant controls, and they are the same whichever screen the portal presents. For the same reason, the helpline and the website named here should be confirmed on the official portal before they are relied on in an emergency.

Complaint letter format

The portal and the helpline are the first route. A written complaint is used when a person goes to the cyber crime police station, or when a written account is wanted to go with the portal report. The format below follows the items in the table above, with a line to fill for each, and it makes no statement of law: the police and the court decide the provisions. It can be copied and adapted to the facts.
